About Course

Course Code: PSF-106

Pillar: Foundations of Public Service

Course Overview: Government work takes place within defined structures, mandates, laws, regulations, policies, and procedures. Knowing how authority and responsibility are organised helps public servants use the correct channels, coordinate across institutions, and avoid decisions that exceed their role.

The focus is practical rather than legal-specialist training: learners strengthen institutional awareness, compliance judgment, escalation discipline, and the ability to deliver services responsibly within established legal and regulatory boundaries.

Learning Outcomes:

  • Explain the basic purpose and structure of government institutions.
  • Understand how ministries, agencies, authorities, departments, and public bodies operate within government systems.
  • Recognize how mandates, roles, authority, and reporting lines shape public service work.
  • Understand the purpose of legal and regulatory frameworks in public administration.
  • Distinguish between laws, regulations, policies, procedures, and guidelines.
  • Apply basic compliance awareness in daily public sector work.
  • Recognize when to seek clarification, escalate issues, or involve authorized specialists.
  • Improve coordination, lawful decision-making, documentation, and service delivery within government structures.

Target Audience: Public servants, administrative and operational staff, citizen-service teams, policy and programme officers, supervisors, regulatory staff, compliance teams, and employees coordinating across government institutions.

Course-specific Learning Experience: Learners engage through focused video overviews, audio deep dives, study guides, practical examples, reflection prompts, workbook activities, applied tasks, discussion activities, knowledge checks, and end-of-module quizzes. Activities help learners map mandates and reporting lines, interpret institutional requirements, recognise authority boundaries, and choose appropriate compliance and escalation routes.

Course Structure: 5 modules / 20 lessons.

Special Feature: Every module concludes with a Putting It All Together audio deep dive that connects the key lessons and supports reflection and practical application.

Pathway Focus: Navigate institutions. Respect legal boundaries. Coordinate responsibly.
