Pillar: Leadership & Governance in Public Sector

Course Overview: Leadership in government is a responsibility to serve, guide, and account for outcomes—not simply a position of authority. Leaders influence ethical culture, team performance, service quality, institutional credibility, and public trust through their everyday choices and behaviour.

Learners strengthen direction-setting, integrity, communication, team support, decision-making, problem-solving, and stakeholder awareness to lead people and services in ways that create public value.

  • Understand how public sector leadership differs from private sector leadership.
  • Apply ethical, accountable, and citizen-centered leadership behaviors.
  • Lead teams with clarity, professionalism, fairness, and trust.
  • Support public value creation through effective leadership decisions and actions.
  • Strengthen team performance, motivation, communication, and accountability.

  • Develop a practical leadership improvement plan for a government role, team, or service area.

Target Audience: Current and emerging public-sector leaders, including supervisors, team leaders, managers, department heads, senior specialists, programme and project leads, service leaders, planners, and governance professionals.

Course-specific Learning Experience: Learners engage through focused video overviews, audio deep dives, study guides, practical examples, reflection prompts, workbook activities, applied tasks, discussion activities, knowledge checks, and end-of-module quizzes. Activities use leadership self-assessment, ethical scenarios, team-performance situations, decision practice, and a personal public-sector leadership improvement plan.

Course Structure: 5 modules / 20 lessons.
