About Course

Course Code: PSL-505

Pillar: Leadership & Governance in Public Sector

Course Overview: Complex public outcomes rarely sit within the control of one team or institution. They often require ministries, agencies, municipalities, communities, businesses, NGOs, citizens, and internal functions to coordinate around shared needs and responsibilities.

Learners develop stakeholder analysis, engagement planning, trust-building, expectation management, negotiation, coordination, and collaborative-governance skills that reduce duplication and strengthen shared public value.

Learning Outcomes:

  • Explain the importance of stakeholder management in public sector leadership.
  • Identify internal and external stakeholders affected by government services, programs, decisions, and policies.
  • Analyze stakeholder interests, influence, expectations, concerns, and communication needs.
  • Build trust-based stakeholder relationships through transparency, reliability, and professional communication.
  • Manage competing interests, expectations, and tensions responsibly.
  • Understand collaborative governance and how institutions work together to deliver public value.
  • Strengthen coordination, consultation, partnership, and shared accountability practices.
  • Develop a practical stakeholder management and collaborative governance action plan.

Target Audience: Public-sector leaders, managers, policy and programme staff, stakeholder and community-engagement teams, interagency coordinators, communication professionals, project leads, and partnership or governance teams.

Course-specific Learning Experience: Learners engage through focused video overviews, audio deep dives, study guides, practical examples, reflection prompts, workbook activities, applied tasks, discussion activities, knowledge checks, and end-of-module quizzes. Activities develop stakeholder maps, engagement strategies, expectation and conflict management, cross-institution coordination, and plans for sustaining collaboration.

Course Structure: 5 modules / 20 lessons.

Special Feature: Every module concludes with a Putting It All Together audio deep dive that connects the key lessons and supports reflection and practical application.

Pathway Focus: Understand stakeholders. Build alignment. Deliver shared outcomes.
