About Course

Course Code: PSC-603

Pillar: Community Engagement & Public Communication

Course Overview: Public expectations are shaped by experience, communication, media, policy commitments, service standards, and changing community needs. Gaps between what people expect and what institutions can deliver may create confusion, frustration, pressure, or distrust.

Learners identify expectation gaps and communicate services, timelines, constraints, changes, and next steps clearly—supporting accountability and realistic understanding without lowering standards or avoiding responsibility.

Learning Outcomes:

  • Explain how public expectations are formed and why they matter in government.
  • Identify expectation gaps related to services, timelines, policies, decisions, programs, and communication.
  • Communicate service realities, requirements, limits, timelines, and next steps clearly.
  • Manage public concerns, uncertainty, dissatisfaction, and frustration professionally.
  • Use transparency, empathy, consistency, and follow-through to strengthen public trust.
  • Reduce expectation-related complaints through proactive communication and service clarity.
  • Align internal teams around consistent messages and realistic commitments.
  • Develop a practical public expectations management plan.

Target Audience: Public servants responsible for communication, citizen service, community engagement, public affairs, complaints, contact centres, programmes, policy, digital channels, or managing public concerns and expectations.

Course-specific Learning Experience: Learners engage through focused video overviews, audio deep dives, study guides, practical examples, reflection prompts, workbook activities, applied tasks, discussion activities, knowledge checks, and end-of-module quizzes. Activities help learners identify expectation gaps, prepare realistic messages, respond to concern and pressure, communicate constraints, and strengthen long-term trust.

Course Structure: 5 modules / 20 lessons.

Special Feature: Every module concludes with a Putting It All Together audio deep dive that connects the key lessons and supports reflection and practical application.

Pathway Focus: Understand expectations. Communicate realities. Build long-term trust.
