About Course

Course Code: PSL-504

Pillar: Leadership & Governance in Public Sector

Course Overview: Public-sector transformation succeeds when people understand the purpose of change and can adopt new ways of working without losing service continuity or public trust. New systems or structures alone do not create lasting improvement.

Learners assess impact and readiness, engage stakeholders, communicate clearly, manage resistance and risk, support implementation, monitor adoption, and embed change through practical leadership and continuous learning.

Learning Outcomes:

  • Explain the importance of change management in public sector transformation.
  • Understand how transformation affects citizens, employees, services, processes, systems, and institutions.
  • Identify common reasons why change initiatives succeed or fail in government environments.
  • Assess change readiness, stakeholder impact, resistance, risks, and adoption needs.
  • Communicate change purpose, benefits, impacts, and expectations clearly.
  • Lead teams through uncertainty, transition, resistance, and implementation challenges.
  • Support sustainable transformation through adoption, measurement, feedback, and continuous improvement.
  • Develop a practical change management and transformation leadership plan.

Target Audience: Public-sector supervisors, managers, emerging leaders, transformation and project leads, service leaders, change teams, planners, HR and organisational-development staff, and specialists supporting government transformation.

Course-specific Learning Experience: Learners engage through focused video overviews, audio deep dives, study guides, practical examples, reflection prompts, workbook activities, applied tasks, discussion activities, knowledge checks, and end-of-module quizzes. Activities use readiness assessment, stakeholder mapping, communication planning, resistance and risk scenarios, adoption tracking, and change-sustainment planning.

Course Structure: 5 modules / 20 lessons.

Special Feature: Every module concludes with a Putting It All Together audio deep dive that connects the key lessons and supports reflection and practical application.

Pathway Focus: Prepare people. Lead adoption. Sustain transformation.
