About Course

Course Code: PSE-201

Pillar: Citizen-Centered Service Excellence

Course Overview: Citizen-centered service begins with understanding how people experience government. Accessible, respectful, responsive, fair, and reliable services make it easier for citizens to understand requirements, complete processes, and trust the institutions serving them.

Learners move beyond a purely process-driven view of delivery by examining citizen journeys, barriers, communication, ownership, and improvement opportunities while continuing to respect laws, policies, procedures, and institutional responsibilities.

Learning Outcomes:

  • Explain the meaning and importance of citizen-centered service.
  • Understand how citizen needs, expectations, and experiences shape service quality.
  • Apply core principles of respectful, fair, accessible, and responsive service.
  • Recognize the difference between process-centered and citizen-centered service delivery.
  • Identify service barriers, pain points, and improvement opportunities.
  • Communicate service information clearly and professionally.
  • Support trust-building through consistency, reliability, empathy, and ownership.
  • Develop a practical citizen-centered service improvement plan.

Target Audience: Public servants, frontline and citizen-service teams, administrative and operational staff, service-delivery professionals, supervisors, managers, communication teams, and employees supporting service quality or policy implementation.

Course-specific Learning Experience: Learners engage through focused video overviews, audio deep dives, study guides, practical examples, reflection prompts, workbook activities, applied tasks, discussion activities, knowledge checks, and end-of-module quizzes. Activities support citizen-journey analysis, barrier identification, service-mindset reflection, communication improvement, and practical service redesign.

Course Structure: 5 modules / 20 lessons.

Special Feature: Every module concludes with a Putting It All Together audio deep dive that connects the key lessons and supports reflection and practical application.

Pathway Focus: See the citizen journey. Remove service barriers. Improve public experience.
